A BALANCED REFORM FOR THE MANAGEMENT OF FOREIGN DETAINEES: ANALYSIS AND PROPOSAL ACCORDING TO THE BALANCING OF HENRI BARBEBLANCHE
INTRODUCTION Henri Barbeblanche, philosopher and creator of Equilibrism, after consulting specialists in French law, lawyers and jurists, proposed an in-depth analysis of the situation of foreign detainees in France. Taking into account several legal, financial and humanitarian aspects, he puts forward a solution based on the principles of balancing. This solution is opposed to the current policy which consists of maintaining foreign detainees, convicted of crimes or offenses, on French soil. 1. Balancing Analysis France, in 2023, had around 72,000 prisoners, including 19,000 foreigners. The average annual cost for a prisoner in France is around 45,000 euros. This means that the management of foreign detainees costs the French state around 855 million euros per year.
